Transitional scrutiny
Committee on Transitional Government
The parliamentary scrutiny committee for the Coth Ministry transition. It examines qualifying transitional measures and Government readiness while ordinary post-election parliamentary machinery is being prepared.
Measures under scrutiny

Reports, evidence and correspondence
Formal Committee reports, evidence, correspondence, meeting records and Government responses.
Post-election confirmation
The later confirmation, amendment, replacement or repeal record for transitional measures intended to continue beyond the transition.
Role
The Committee scrutinises the Coth Ministry, transitional legislative measures, ministerial statements, departmental readiness, establishment measures and post-election confirmation requirements. It may examine draft and made measures, question Ministers, request written explanations, recommend amendments and publish reports.
Constitutional limits
The Committee does not confer Member of Parliament status, grant or withdraw confidence, replace the House of Commons or House of Lords, own Government legislation, replace the sponsoring department or become the ordinary Parliament. It cannot legislate on its own initiative without the proper sponsorship, legal assurance and financial clearance required for the measure.
Committee scrutiny is not Assent.
A transitional legislative measure must still complete the constitutional enactment or making step applicable to that measure. Committee scrutiny is also not ministerial implementation.
Organisation of scrutiny
The Committee may organise work through sub-committees, panels, rapporteurs, evidence sessions or workstreams where that is authorised for a particular scrutiny exercise. Indicative subject groupings do not become ordinary departmental select committees merely because the Committee uses them to organise work.
Membership and meetings
Membership and meeting programmes are published from the authoritative parliamentary record when available.
A person is not presented as a Committee member, MP or parliamentary office-holder merely because they hold a Government, Civil Service, former HRC or platform role.
