Transitional scrutiny
The Committee on Transitional Government scrutinises qualifying measures and Government action during the transition without becoming either House of Parliament.
What the Committee may do
Question Ministers
Question Ministers and request written explanations concerning policy, legislation, departmental readiness and implementation.
Require supporting material
Require explanatory, legal, financial or implementation memoranda where they are necessary for effective scrutiny.
Report and recommend
Recommend amendment, conditions, sunset provisions, review clauses or post-election confirmation and publish reports.
What the Committee may not do
It does not confer Member of Parliament status, grant or withdraw confidence, replace the Commons or Lords, sponsor Government policy, originate Government legislation on its own initiative, bypass legal assurance or required Treasury clearance, or treat its own approval as Assent or ministerial implementation.
A transitional measure still needs its proper constitutional completion step.
Committee scrutiny is parliamentary scrutiny. Enactment or formal making follows the authority and procedure applicable to the measure itself.
